Is this why bullying is still such a problem in society?

Bullying is still rife in society despite most people regarding it as unacceptable. Is this why it is allowed to continue and should we be standing up to the bullies more?
It seems from this video – a social experiment by Yousef Erakat – that most people will just walk by rather than trying to stop what is going on. Such a reaction is understandable – few people want to risk being attacked violently themselves. If you saw someone being attacked or bullied in the street, would you step in? 
But is this the right reaction? And is it this attitude that has allowed bullying to become so rife in our schools, on the internet and even in the workplace. Maybe next time you see someone being bullied, you should try to stop it.

PS: The video is quite clearly from the USA, and I should think that most people don't step in because they don't want to be caught up in a violent fight. What we see above is more similar to mugging.

This will make you think twice about speeding again
This powerful video demonstrates that you do not have to make mistakes when driving too fast - if someone else does it can be fatal. 
The hard thing about making people slow down is that almost everyone is convinced they are a good enough  driver to cope with going a bit faster.  This road safety video from New Zealand, called 'Mistakes', is a powerful and shocking reminder that when we drive too fast, it is harder to react to other people's mistakes too. It should stop you in your tracks. Do you have time to watch another video that will make you think twice?

PS: This is one of the best done ads I have seen in some time.
PSS: This over-simplistic argument leaves out a great deal of real world evidence that things are more complicated. The insurance industry has know for some time that there is a class of drivers that manage to drive faster than average but with less accidents, and it's understood that the speed itself is what keeps these drivers in a permanently more alert state of mind.
